DC Tax Fail: Bag tax works on the honor system

CVS

A 5 ¢ tax is now in effect  for each bag used in a purchase in Washington DC, fail to follow. While the idea was smart, to tax people who have not yet got on the recyclable band wagon for grocery bags, the implementation is currently a flop. U-scan or Smart-scan isles at grocery stores (CVS in particular) currently have an honor system in place if you are to use bags.

After purchasing your items, the U-scan machine will ask you how many bags you will be using. The machine will then charge you for the appropriate amount of bags used. A person could just as easily hit zero instead of the actual amount used, granted they’d really have to be cheap.

Issues with this tax: Price of bags are already built into the cost of products at the store and this tax can easily be bypassed.

Solution: Tax rebate for those who use recyclable bags or give them away for free.
